Owner of Jenkins Court and the former Old York Road Skating Club in Elkins Park pleads guilty to voter fraud in federal court

Philip C. Pulley, owner of Jenkins Court and the former Old York Road Skating Club in Elkins Park, pleaded guilty on Wednesday in a Philadelphia federal court for falsely registering to vote and casting multiple ballots in several recent elections, the Philadelphia Inquirer reported.

Pulley’s guilty plea included voter fraud, voter registration fraud, and voting more than once in a federal election, and came as part of a deal with prosecutors after elections officials in Philadelphia flagged his suspicious voter registrations last year and reported them to the FBI.

The Inquirer said he admitted that he had simultaneously registered to vote in three different counties between 2020 and 2023. Pulley claimed false addresses as his primary residence and sometimes gave fake Social Security numbers.

The Huntingdon Valley resident successfully cast an in-person ballot in Montgomery County. He is expected to be sentenced for his election crimes in the coming months and faces up to five years in prison, the Inquirer said.

In early September, 8116 Church Road in Elkins Park, the Pulley-owned former site of the Old York Road Skating Club, went up for sale. His suspicious landlord activities were profiled by the Philadelphia Inquirer around the same time.

Two weeks ago, Pulley had a $60 million federal lawsuit filed against him by Fannie Mae over seven defaulted mortgages.

On August 9, United States Attorney Jacqueline C. Romero’s announced that Pulley has been charged with falsely registering to vote, double voting, and election fraud. 

His Abington Township-based SBG Management Services, Inc. manages his properties in greater Glenside. In July 2023, The Office of Attorney General filed suit against SBG and Pulley.
