The Cheltenham Township Board of Commissioners granted final approval for the Enclave at Kerlin Farm property, a 7.49-acre parcel located at 1050 Ashbourne Road in Elkins Park, during their meeting on Wednesday, August 20.
The project calls for 79 age-restricted townhomes in three four-story multifamily buildings, which are subject to a number of conditions, according to the agenda (starting on page 4).
Construction will not be permitted until the developer (1050 Ashbourne Associates, LLC) “has satisfied all of the conditions of the Final Approval Resolution and a preconstruction meeting with the Township, Developer, and all other required parties,” the agenda said.
A proposal was first submitted to Cheltenham Township in December 2017 and received preliminary approval from the Board of Commissioners in December 2018. The plans were discussed at the township’s Planning Commission meeting on Monday, July 28.

In related news, the township announced today that a review of the Final Land Development Plans for the Ashlyn Development project (1900 Ashbourne Road) has been completed.
The development plan calls for 99 residential units, commercial space, and paved parking. Details of the approval and associated variances can be found below:
The township received a preliminary land development application for the proposed Ashlyn mixed-use apartment complex in July 2024. A sketch proposal for the property by Lynnewood Gardens was submitted to the Township in August 2023.
In other news, the board also voted on Wednesday to advertise amendments to the language of the township’s single-use plastic bags ordinance.
The language now includes the addition of single-use utensils, straws, and expanded polystyrene. Other changes can be found starting on page 25 of the document below:
The ordinance was unanimously passed during in April 2023, a vote which stemmed from previous discussions in December and March, and a recommendation from November 2022.
