Pennsylvania is on track to pass the lowest number of new laws in at least a decade, according to Spotlight PA.
Governor Josh Shapiro of Abington Township signed more than 160 bills in 2024 (102 had been signed by late July). So far in 2025, he has signed 65. According to Spolight PA’s interviews with lawmakers, “Split government, heightened partisanship, and the concentration of power in the hands of legislative leaders are to blame.”
A Shapiro spokesperson said that despite “the Senate’s attempts to play politics and delay the budget,” the governor “delivered significant wins for Pennsylvanians.”
2025’s legislation includes the Distracted Driving Law and Paul Miller’s Law which prohibit drivers from using hand-held devices while driving (effective as of June 5). Other examples can be found here.
