Shawn Michael Hagan, 45, of Philadelphia, has been charged by Upper Moreland Township police with felony counts of home improvement fraud, theft by deception, and deceptive or fraudulent business practices for failing to provide services to homeowners in the Hatboro section of the township.
According to the criminal complaint, officers were dispatched in April to 4025 Orangemans Road for a report of fraud. The home’s owners told police they had hired Hagan of Hagan Home Concepts, LLC for a home addition and renovation.
The owners provided text message and email communications with Hagan, payment records, copies of inspection reports, and a copy of a $188,880 invoice issued on May 12, 2025, by Hagan. The invoice included a description of the work to be done and a final cost agreement of $115,000, the complaint said.
The owners made four payments totaling $55,200 over several months in 2025. After an inspection failed, they terminated the contract in December 2025 and requested a full refund, stating that “in 5.5 weeks, Hagan Home Concepts employees were only site for 29 total hours.”
Between January and April 2026, Hagan agreed to refund the payments “but has failed to do so”, the complaint said.
Hagan admitted to Upper Moreland police in May that he had accepted $55,200 and “had not paid for the permits, the architect, and did not order the lumber.”
Upper Moreland police requested today an arrest warrant charging Hagan with the offenses listed above.
On August 20, the Bensalem Police Department announced Hagan’s arrest following a multi-jurisdictional fraud investigation.
According to their announcement, Hagan agreed in May to construct an addition to a Bensalem resident’s home for an estimated cost of $72,000. The victim reported paying Hagan $46,725. Hagan began work on the project’s foundation and “subsequently ceased communicating with the victim and failed to complete the work.”
Later that month, Middletown police were contacted by a resident who reported hiring Hagan to complete a major home renovation at an estimated cost of $172,700. Hagan was paid $107,566 before any work began.
“During the following five months, Hagan completed only demolition-related activities and some framing work, failing to make meaningful progress toward the construction and renovation phases of the project. Middletown Township Building and Zoning officials inspected Hagan’s work and issued a stop-work order due to deficiencies and his failure to perform the work in accordance with the approved plans,” police said.
On June 16, Bensalem police met with another resident who reported being the victim of fraud by Hagan and Hagan Home Concepts. The victim reported paying Hagan $24,000 toward the estimated $58,000 cost of an addition to the victim’s home. According to the victim, work on the project never began, and the money paid to Hagan was never refunded.
All persons are considered innocent until proven guilty in a court of law.
