Willow Grove couple arrested in Chester County for home improvement scam

The Tredyffrin Township Police Department (Chester County) announced the arrests of Joseph and Lindsey Collins of Willow Grove (Upper Moreland Township) on charges of Home Improvement Fraud, Theft, Deceptive or Fraudulent Business Practices, and Criminal Conspiracy.

According to the department’s press release, an investigation began in September after Tredyffrin police received complaints from two township residents regarding advance payments made to Freedom Fence LLC for home improvement services and materials that were never provided.

The investigation “revealed an ongoing pattern of allegedly deceptive and fraudulent business practices conducted by Joseph and Lindsey Collins”, police said.

They voluntarily surrendered to police on Thursday, October 9, and were arraigned with bail set at $50,000. A preliminary hearing is scheduled for November 20 at 9:00am.

Officials said they believe there may be additional victims of Freedom Fence LLC. Anyone with information is asked to contact Detective Mike Cermignano at 610-408-3651 or mcermignano@tredyffrin.org.
