As the cold envelopes the area, there is no certainty regarding which areas will actually freeze and have problems with ice and which areas will just be very cold.

If ice does impact the area tonight and tomorrow, there is a risk that some of the above-ground utility wires may be damaged.  Electrical outages can then occur.
