Governor Josh Shapiro of Abington Township joined a lawsuit on Friday which challenges the Trump administration’s decision to revoke millions of dollars in homeland security grants for Pennsylvania and 10 other states.
“These unprecedented cuts threaten public safety and critical emergency preparedness work happening across Pennsylvania — including disaster response, threat detection, and support for first responders who keep communities safe,” a press release said. “These cuts are particularly concerning given the rise in extreme weather events and the major events scheduled to take place in Pennsylvania in 2026.”
The lawsuit seeks to reverse cuts to the Homeland Security Grant Program, which supports state, county, and local governments in preparing for and responding to acts of terrorism, natural disasters, and other major emergencies. The Philadelphia region stands to lose approximately $18 million in Urban Area Security Initiative (UASI) funding, according to the release.
The lawsuit also challenges new federal requirements that freeze access to a second emergency management grant until states provide FEMA with a population estimate. The release claims that “states cannot develop that estimate because it relies on data that states do not have access to.”
“The Trump Administration is cutting funding for homeland security initiatives that help us prevent acts of terrorism, respond to natural disasters, and major emergencies. Withholding that funding from Pennsylvania would be dangerous under any circumstances, but to do this just as our law enforcement officers and first responders are preparing for major events in Pennsylvania in 2026 — from the NFL Draft in Pittsburgh to the FIFA World Cup and the MLB All Star Game in Philadelphia — is completely irresponsible,” said Governor Shapiro. “Cutting this funding would make our communities less safe — so I’m going to court to make sure Pennsylvania’s brave police officers, firefighters, and emergency management professionals get every dollar they are owed.”
Earlier this week, Shapiro joined a 31-page filing in the U.S. District Court for the Eastern District of Pennsylvania against a federal subpoena seeking the private medical records of transgender youth. In August, Shapiro joined 15 states and Washington, D.C. in a lawsuit against the Trump administration’s attempts to eliminate gender-affirming healthcare for transgender individuals under age 19.
In July, Shapiro joined a filing which challenges the Trump administration’s decision to withhold more than $6 billion in education funding. A lawsuit filed by the governor in June accuses the Trump administration of terminating billions in already awarded funding to state and local governments, research institutions, universities and more.
Also in June, Shapiro sued the Trump administration in an effort to restore $13 million in funds for food banks and farmers that the U.S. Department of Agriculture eliminated earlier this year. In April, Shapiro jointly filed a lawsuit over the Trump administration’s cuts to AmeriCorps. In February, Shapiro filed a lawsuit challenging the Trump administration’s freeze of federal funding.
