Stolen vehicle from Cheltenham possibly linked to homicide/robbery, DA offering $5K reward

The Montgomery County District Attorney’s office announced today a $5,000 reward for information that leads to the identification and/or arrest of four males involved in a robbery and homicide in Norristown on Saturday, January 20.

According to District Attorney Kevin R. Steele and Norristown Police Chief Jacqueline Bailey-Davis, officers received reports of shots fired at 7:49pm on Saturday in the zero block of West Wood Street in Norristown.

Officers arrived to find William Grover Carter, 35, of Norristown, dead of a gunshot wound on the sidewalk.

A joint homicide investigation by Norristown Police and Montgomery County Detectives found that Carter left the home of an acquaintance on Powell Street to retrieve something from his vehicle when he was attacked, robbed and shot.

Video surveillance captured three male subjects as they ran from a grey Toyota RAV-4 and robbed the victim. A fourth male remained in the driver’s seat of the Toyota (the driver stayed in the vehicle and is not depicted in images).

After they robbed him, one suspect shot and killed Carter. The men then fled in the Toyota, driving westbound on West Wood Street at a high rate of speed.

At approximately 3:00am, Norristown Police were dispatched to a vehicle fire at Willow and Roberts streets. They arrived to find a grey Toyota Rav-4 completely engulfed in flames.


Police determined that the vehicle had been stolen in Cheltenham on December 21, 2023, and believe it was the same vehicle used by the assailants.
