The Philly Voice reports that a 16-year-old was struck and killed in West Philadelphia by an SUV driven by a man who was naked from the waist down. The driver struck another man who is currently in the hospital with a broken leg. Evidently the vehicle was stolen from Cheltenham Township an hour before the incidents. Police believe the driver may have been intoxicated. Read more here.
