Upper Moreland police arrest owner of driveway repair company for scamming senior citizens

The Upper Moreland Township Police Department arrested Louigi Frank, 35, on Thursday, December 12, for scamming elderly residents via his driveway repair company.

According to the report, police were contacted by a family member of an 89-year-old resident of Bedminster Township believed to be deliberately misled by Seal Coat Pro, the company owned by Frank.

The resident stated she was approached earlier this month by the pair who claimed they had “extra material”. Frank subsequently charged the resident $7,000 to seal coat the driveway and conduct minor repairs. 

Officers found Frank and his wife conducting patchwork on the resident’s driveway. 

“Officers are very familiar with investigating similar types of blacktop and seal coating scams involving the sales pitch of ‘extra material’ specifically targeting senior citizens,” the report said.
