Lower Moreland police arrest gift card frauds at Huntingdon Valley CVS

The Lower Moreland Police Department announced the arrests of Liu Zhangcai, 54, and Wang Kai-Liang, 31, for stealing gift cards from the CVS store at 600 block Welsh Road in Huntingdon Valley.

Officers were dispatched on Sunday, February 4 at approximately 4:00pm for a report of two suspicious males tampering with in-store gift cards. Upon arrival, the store manager and employee reported that a male was seen placing gift cards into his jacket pockets.

Officers located the suspects behind a nearby building and detained them in handcuffs. One of the suspects was found to be in possession of a stack of gift cards in his left pants pocket. Police said the glue was inconsistent with normal gift card packaging and the CVV codes were scratched off with stickers in their place.

CVS staff said that they believed the suspects are a part of an organized group known for taking inactivated gift cards and replacing them with fraudulent cards.
