Shawn Michael Hagan, a home improvement contractor who recently received a set of charges from Upper Moreland Township police, is a former cop, The Philadelphia Inquirer reported.
Hagan, 46, of Northeast Philadelphia, is the owner of Hagan Home Concepts, LLC. In early September, Glenside Local reported that a household in Hatboro is claiming that the outfit accepted $55,200 in the spring for work that was never completed. According to The Inquirer’s coverage, the family hired Hagan to build wheelchair-accessible bedrooms for two children who have an inherited neurodegenerative disorder.
Upper Moreland police have since requested an arrest warrant charging Hagan with felony counts of home improvement fraud, theft by deception, and deceptive or fraudulent business practices.
Over the last month, police in Bensalem and Aston townships have also accused him of fraud. On August 20, the Bensalem Police Department announced Hagan’s arrest following a multi-jurisdictional fraud investigation.
According to The Inquirer, Hagan began his home improvement business in 2024 after retiring from Philadelphia’s police force. He reportedly said he owes $865,059 for his collective failures to provide promised services, and that Hagan Home Concepts has been shut down.
As a Philadelphia patrol officer, Hagan “racked up a half dozen citizen complaints with allegations of physical abuse, harassment, and making racial slurs” between 2008 and 2010, The Inquirer wrote.
He was also “named as a defendant in six excessive-force and civil-rights lawsuits between 2009 and 2015 that would later cost taxpayers more than $400,000 in settlements,” The Inquirer said, adding that “between 2010 and 2015, Hagan was named as a defendant in three lawsuits filed in Philadelphia Common Pleas Court and three filed in federal court, including for using excessive force that caused serious injuries, illegal searches, and false imprisonment.”
