The long-awaited La Mott Community Center Renovation Project has been released for bid. Interested contractors and subcontractors can follow the bid through Cheltenham Township’s OpenGov Procurement system.
To participate, please visit OpenGov Procurement and complete the Free vendor registration. Once registered, you will receive an email to activate your account. Additional guidance is available through the OpenGov help files.
After registering, vendors should subscribe to Cheltenham Township’s procurement portal to receive notifications of upcoming projects. Bid opportunities are also available on the Township’s website at cheltenhampa.gov/bids.
Subcontractors are encouraged to monitor the procurement portal and review the list of vendors following the solicitation. Interested subcontractors may contact prime contractors directly regarding potential subcontracting opportunities. The Township does not participate in contractor selection or subcontractor arrangements.

Invitation to Bid
Notice is hereby given that Cheltenham Township, Montgomery County, 8230 Old York Road, Elkins Park, PA 19027 (hereinafter “Township”) will receive sealed bids online for the
La Mott Community Center Renovations Project
Sealed bids are due no later than 2:00 PM, prevailing time, on Friday, July 31, 2026, via the OpenGov Procurement Portal: https://procurement.opengov.com/portal/cheltenhamtownship.
The project generally consists of renovations and a small addition to an existing one-story community center along with site work. The mechanical, plumbing, and electrical systems will be replaced in their entirety. The full project details are available in the bid documents and plans in the Attachments section.
Work will be bid as the following Prime Contracts:
- Contract No. 1 General Construction
- Contract No. 2 HVAC Construction
- Contract No. 3 Plumbing Construction
- Contract No. 4 Electrical Construction
All documents and solicitation details are available online at the OpenGov Procurement Portal. All bidders must create a Free account with OpenGov Procurement by signing up. The responding bidder is solely responsible for all costs related to the preparation and submission of the bid. The results will be posted via the OpenGov Procurement Portal.
A mandatory pre-bid meeting will be held on Wednesday, July 15, 2026, 10:00 AM, at La Mott Community Center, 7420 Sycamore Avenue, Elkins Park, PA 19027. All prospective bidders are required to attend.
Questions must be submitted via OpenGov Procurement Portal no later than 4:30 AM on Friday, July 24, 2026. Submission of a question does not guarantee that such question will be answered. Any responses will be posted via the OpenGov Procurement Portal.
Each Bid must be accompanied by a Certified Check, money order or cashier’s good faith check payable to Cheltenham Township or Bid Bond in an amount not less than 10 percent (10%) of the total bid, as security.
Bidders on this Work and all subcontractors shall comply with all provisions of the Federal Davis-Bacon Prevailing Wage Act, the Pennsylvania Commonwealth Procurement Code for Prevention of Environmental Pollution, and the Build America, Buy America Act.
Performance and Payment Bonds are required. Each Bid must be accompanied by a Non-Collusion Affidavit in the form set forth in the Bidding Documents.
It is intended to award multiple prime contracts for the work as follows: General Construction, Plumbing Construction, Mechanical Construction, and Electrical Construction.
The Board of Commissioners of Cheltenham Township reserves the right to waive any minor informalities, irregularities or defects in the bid; or to reject any or all bids, or part thereof; and further reserves the right to make an award on the basis of quotations received for any individual bid item, or on the basis of the aggregate total for all bid items on which quotations are received as deemed to be in the best interest of the Township. Bids may be held by the Township for a period of 60 days from the date of bid opening for the purpose of reviewing bids and investigating qualifications of bidders prior to awarding contract.
