Abrams Realty & Development of Elkins Park (Cheltenham Township) is planning to file a lawsuit after their Exton Square Mall redevelopment plan was rejected by West Whiteland Township.
According to The Philadelphia Business Journal, the township’s supervisors cited density and sewer capacity concerns as grounds for the rejection.
Abrams purchased the 75-acre property for $34.25 million in March from Pennsylvania Real Estate Investment Trust (PREIT), which owns the Willow Grove Park Mall among other Philadelphia-based properties. The purchase contract was first announced in November 2024.
The plans called for the redevelopment of the property with more than 600 apartments and townhomes along with shops, restaurants, fitness, entertainment, office space and health care. After Abrams Realty’ submitted its application, the township rezoned the property to limit its residential density. The township said Abrams would not be held to the revised zoning regulations.
Abrams spent months presenting its redevelopment proposal to the township’s planning commission, The Journal said.
The master plan, dubbed “Exton Town Centre”, was to begin in late spring 2026 and cleared the township planning commission review. A township official said he received “hundreds of emails from residents concerned about the increase in traffic that the project could result in,” The Journal wrote.
