Abington Township to vote on new police surveillance system, e-bikes ordinance, library upgrades, Keswick Avenue bridge mural on Aug. 27

The Abington Township Board of Commissioners will vote on a contract to replace the police department’s Flock Safety surveillance system during their meeting on Thursday, August 27.

A motion to approve Flock Safety’s replacement, Axon Outpost TAP Plan, to a five-year contract appears in the meeting’s agenda.

Flock Safety uses surveillance cameras to capture the license plates and other features of passing vehicles. These images are sent to Flock’s servers, where an AI platform scans license plates and analyzes images to index characteristics like make, model, and color.

Last week, The Philadelphia Inquirer ran a story about the company’s data security concerns. While Abington officials said the technology has assisted officers in making arrests in cases of violent crime, thousands of the department’s searches have appeared in public data dumps on sites like HaveIBeenFlocked.com.

Abington’s contract, which is set to expire this month, cost $9,225 per year for two years, and a three-year contract ending in 2028 costs $10,500 annually, The Inquirer said.

According to a follow-up Inquirer story published today, a new five-year contract with Axon Enterprise would cost $6,576.50 per year and includes two cameras.

Lieutenant Joe Blei told The Inquirer that the new system would not connect to Flock’s network, puts more limits on data sharing and that “Axon has a much clearer structure for how that data continues to belong to us.”
