West Oak Lane renters to receive largest tenant award from class-action settlement in Philly history, The Inquirer says

Tenants at the Bentley Manor apartments in West Oak Lane will receive rent forgiveness and refunds after filing a class-action lawsuit against Philadelphia-based Odin Properties over outstanding violations, The Philadelphia Inquirer reported.

According to their coverage, the violations were issued by the city’s Department of Licenses and Inspections, which declared the 71-unit apartment building unsafe in November 2024. Property conditions presented an “immediate danger or hazard to health, safety, and welfare”, the department said.

The dangerous conditions included “loose and missing bricks” and a “leaning parapet” on the roof, according to the suit.

Under an agreement approved by a Philadelphia judge earlier this week, Odin Properties will forgive about $67,000 in unpaid rent and associated late fees and will refund a total of $75,000 for 68 renters, The Inquirer said, noting that the deal is the largest known per-tenant award in a class-action lawsuit under Philadelphia’s rental license and certificate law.

Per the agreement, individual cash refunds will differ depending on the “amount of rent and associated late fees each settlement class member paid for tenancy … compared to the total amount of rent and associated late fees paid by all settlement class members” between Dec. 14, 2024, and April 28, 2025.

Odin Properties, which owns and manages roughly 2,000 housing units in Philadelphia through its affiliates, is no longer connected to the building at 1410 72nd Avenue, The Inquirer said.

The lawsuit was filed by the nonprofit Public Interest Law Center and the Hausfeld law firm (both of Philadelphia) in March 2025. You can read more details about the filing here.
