Montgomery County District Attorney Kevin R. Steele announced on September 30 criminal charges against 46 businesses in 26 municipalities following a countywide investigation into the illegal sale of THC products at retail businesses throughout the county.
The following businesses in greater Glenside were among the 46 charged:
- Abington Smoke Shop Inc. — 1621 Old York Rd.
- Eagle Smoke and Convenience Shop — 2401 Susquehanna Rd. (Abington)
- Hatboro Smoke Shop, LLC — 11 S. York Rd.
- Cloud 9 Smoke & Exotics, LLC — 628 N. York Rd. (Willow Grove)
- ESI Inc. — Address unavailable (Willow Grove)
The Montgomery County Detective Bureau conducted the investigation as part of “an initiative to address a wave of unregulated and unsafe products often found at smoke shops, convenience stores and gas stations.” Detectives made public purchases of the alleged illegal THC products.
As part of the investigation, Montgomery County Detectives conducted public purchases of illegal THC products. Products that were observed and purchased were labeled as “containing THC, including gummies, beverages, vape cartridges, and other consumable products.” Investigators found that the labels of some products indicated they contained over 1,000mg of THC in a single gummy.
In October 2025, the district attorney’s office released an Investigating Grand Jury Report, “Unregulated, Unsafe, and Illegal – The Reality of Smoke Shops in Pennsylvania,” which found that smoke shops throughout the county were selling illegal THC products.
After releasing the report, the district attorney’s office issued notices to numerous businesses, “advising them that unlawful THC products be removed from sale” and warning that continuing to sell the products could lead to criminal prosecution. Detectives later determined that some businesses continued selling these products following the notices.
“Businesses do not get to ignore the laws of this Commonwealth merely because there is profit to be made. Too many smoke shops and gas stations have become distributors of wholly unregulated, dangerous, and, in this case, illegal products. Law enforcement has an obligation to prosecute the general sale of THC,” said DA Steele. “Our enforcement actions are taken to protect Montgomery County youth and the general public from the unscrupulous sales of illegal substances in the businesses.”
Each business is charged with Possession with Intent to Deliver a Controlled Substance, an ungraded felony. The Commonwealth will be seeking legal conditions against every business to remove all illegal items from their shelves and to institute better practices such as ensuring all legal intoxicating products not within reach of minors.
Preliminary hearings for all defendants have been scheduled for November 9.
Criminal charges, and any discussion thereof, are merely allegations and all defendants are presumed innocent until and unless proven guilty.
